The reason why kittens are born motionless:
1. If a newborn kitten is motionless, it is because of oxygen deprivation caused by factors such as dystocia or blocked throat by secretions during the mother cat's delivery, and it does not mean that the kitten has died.
2. Kittens may also appear to be dead after birth. If the kitten's limbs are weak, its mouth and nostrils are full of mucus, and the mucous membranes are bluish-purple, it is because the kitten has choked, resulting in uneven breathing, a heartbeat that is sometimes fast and sometimes weak, and sometimes panting.
3. If a newborn kitten is motionless, it may be because it is particularly weak. This can also cause it to remain motionless. It will usually improve after a while. 
What to do if a kitten is born motionless:
1. If a newborn kitten is motionless and has liquid in its nose and mouth, it may be unable to breathe. In this case, you can wrap the kitten in a towel, tilt its head downwards and forcefully pull it down, and then stop abruptly. This will cause the liquid in its nose to flow out due to inertia. After the liquid is expelled from its body, the kitten will usually resume its activity.
2. If the amniotic sac ruptures and the kitten has not yet been born, the kitten may choke on amniotic fluid. A kitten that has choked on water may also stop breathing. In this case, you need to hold the kitten's head still and shake it forcefully to expel the water from its lungs.
3. Quickly clean the kitten's nasal cavity, mouth, amniotic fluid, and mucus. Remove the mucus from its mouth to allow it to breathe. If it still cannot breathe on its own, hold the kitten's hind legs and rhythmically press on its lower abdomen to promote the recovery of its heartbeat and breathing, and help the kitten wake up as soon as possible.
4. If the owner cannot handle the situation, they should take the kitten to a veterinary hospital for treatment as soon as possible.
