Generally, female cats don't develop fuller cheeks because this is a secondary sexual characteristic in adult male cats. It occurs after a male cat reaches full sexual maturity, when the testes secrete male hormones that stimulate the growth of hair on the cheeks. Female cats don't have testes, so they don't secrete male hormones and are unlikely to develop fuller cheeks. However, if a female cat is given sufficient nutrition before the age of 8 months, it's possible for her to develop fuller cheeks. In breeds like British Shorthairs, American Shorthairs, and Garfield cats, genetic factors can influence the likelihood of female cats developing fuller cheeks. 
Precautions for cats developing fuller cheeks:
1. Cats need a lot of nutrition to develop their cheeks. If a cat does not get enough nutrition, even a cat that is capable of developing cheeks may not develop them due to malnutrition.
2. When choosing cat food, be sure to select a nutritionally rich and low-sodium option. It's best to feed your cat some meat, such as beef, chicken, or fish, as these are rich in protein.
3. You can also feed them fruits and vegetables regularly to supplement their vitamins and fiber. Meat should be boiled, and fruits and vegetables can be made into puree before feeding.
4. If you feed your cat raw meat, you must deworm it regularly to ensure its health.
5. Uneaten meat should be removed promptly, and the food bowl should be cleaned repeatedly to prevent the growth of bacteria.
