A cat's constant whimpering and pitiful meowing might be an attempt to attract its owner's attention and achieve its desired outcome, such as hunger or a desire to play outside. In such cases, it's appropriate to fulfill the cat's needs. 
Cats will whine and whimper when they feel constantly ignored by their owners. Some cats are quite clingy and crave their owners' company, unable to tolerate prolonged neglect. In these cases, owners should interact with their cats more.
If the cat is unwell or has an injury, you need to carefully check all parts of the cat's body for wounds or bleeding. If not, and considering symptoms such as loss of appetite, lethargy, vomiting, or diarrhea, you need to take the cat to the vet for examination and treatment as soon as possible.
