If a railway transport consignor conceals or misrepresents the name, nature, or weight of goods, luggage, or parcels, or exceeds the prescribed weight when loading or packing them, the railway supervision and management agency shall order rectification and may impose a fine of up to 2,000 yuan; if the circumstances are serious, a fine of more than 2,000 yuan but less than 20,000 yuan shall be imposed; if dangerous chemicals are misrepresented or concealed as ordinary goods for transport, a fine of more than 100,000 yuan but less than 200,000 yuan shall be imposed.

If a railway transport consignor conceals dangerous goods within ordinary goods, or conceals prohibited goods within dangerous goods, the railway supervision and management agency shall order rectification and impose a fine of not less than 30,000 yuan and not more than 200,000 yuan.
